Adopting a new constitution in 2003, Serbia and Montenegro redefined their relationship after their emergence from the wreckage of Yugoslavia. Aid is vital to the recovery of the economy after years of isolation. Serbia, forming the bulk of the country, has a troubled history as a would-be regional power. The machinations of former leader, Slobodan Milosevic, hastened the end of the former Yugoslavia and precipitated bloody conflicts in 1991–1995 and 1999. Montenegro, the "black mountain" republic, has few resources save for its access to the Adriatic but is keen to pursue its dream of independence.
